Considering what did happen, they needed the protection of the National Guard. They would have been able to remove the antifa and burn loot murder rioters which were hiding among the protesters leaving the communists with nothing to blame on the peaceful protesters. This is, of course, the reason the National Guard was not allowed to be present.
