The question is should we tax their income. Obvious they will hide their income or subvert the rules.

They don't buy enough

REALLY? I disagree. Will they stop buying stuff? Stop going on vacation? Stop spending money to try to stay young? It's not a blockbuster, but it doesn't have to be. It would simply bring back some of the wealth they are hoarding for themselves back into the economy. It may be small to you, but to me it would be significant enough.
