I find that hard to believe, unless the definitions in this survey are not what a normal person would use.

I get the impression this "study" was designed to give a result like this intentionally for headline reporting, and if you dig in to it you would find that offenses against children includes thinking a 17 year old is fuckable. 1 in 10 is ludicrous for offenders and a quarter of children being offended-against is even more so.
