There was a checkpoint already when I returned to the US in March, in the early part of the current crisis. At that time, no army personnel were involved. Instead, just a few (three, if I recall) NY state health department personnel were positioned in the corridor leading from the arrival gate to the passport control line. The presence of those three (in combination with the propaganda disseminated to that date) was enough to elicit compliance from all of the passengers disembarking my flight. All that was requested was to fill out a basic health form (regarding where you had traveled, with whom you had been in contact) and to submit to an infrared thermometer reading. No big deal. Each step is no big deal.

Pretty sure a similiar thing is happening in the UK, the army are going to schools and what not in order to test students for COVID but I might be wrong.

While neighboring state travelers are exempt from the travel advisory, others are expected to “obtain a test within three days of departure, prior to arrival in New York,” quarantine for three days, and obtain another coronavirus test on the fourth day.

“If both tests comes back negative, the traveler may exit quarantine early upon receipt of the second negative diagnostic test,” according to the state’s travel advisory.

Fucito warned that “there will be consequences” for violating the 14-day travel quarantine.

“Violation of a self-quarantine travel regulation may result in deputy sheriffs serving you a mandatory quarantine order issued by the Health Commissioner. In cases of violation, Deputies could serve you with a civil summons that carries a $1,000 fine,” he said, although he emphasized that officers will be focusing primarily on large gatherings

Not sure where the military came into play. Could it have been police in camo? Or NY State Guard?

I wrote "Army" because I remember seeing "Army" written on the front of the uniform. It is possible that I remembered incorrectly. When I google "NY State Guard" the uniform looks similar, except I am pretty sure the person I spoke to was wearing a camo hat, whereas the NY State Guard people seem to wear solid color hats. Members of the army wear camo hats.
