Sounds like a media scare tactic.

Only the affluent can afford to leave a state because of tax rates.

For the sake of convenience we can generously round the combined states populations up to 80 million, so 800k would be the top 1% of there population.

Cali and NY are high status states. It's it realistic for the richest populations to leave their high status communities? For tax reasons? Really? Given the recent Ryan tax cuts???

Seems unlikely.
