National guard will be ineffectual like cops if they can't arrest people and keep them in prison.

Why even bother posting an article from the BBC? They are just the propaganda arm of a long death British Empire.

The real story is: How can we crack criminals skulls without risking a military dictatorship? The answer, ideally, is to massively fund COMPETENT police officers who have the freedom to stop subway assaults by any means necessary.
