This is mostly due to under investment in Pakistan's water management. They could have built dams and reservoirs to hold back water and then also get cheap electricity and water storage. But the politicians decided the money was better off going into their Swiss bank accounts instead.

Edit: Not sure why this is famine related. Now they have access to loads of fish.

Not only that. The way they turn the environment into desert without second thought is unbelievable.
