Not the same as developing a proper vaccine. If the vaccine doesn't work, it won't be destributed. The profit motive would be to get the vaccine to work.

besides working or not, it also causes heart problems, but they figure that's ok if it kills a few, they have done this in the past lying about dangerous medications. Then getting sued for it later but they have immunity on this, plus the media and govt helping them. They actually don't have a profit motive for their medical items to work, they don't want to cure diseases because then people won't have to keep giving them money. Can't allow private companies in the medical field, socialism explains why the profit motive is no good for them.
