The worst of both worlds. The police can't arrest and the drug violence stays. This is purely to cause chaos and offer a "new solution".

As a former drug dealer and addict- you have no idea what you are talking about. This will almost without question help retard the violence.

If people really do recover from addiction (meaning you keep these mandatory programs out of addiction treatment) you will find demand going down.

Once I hit the 2 months mark in sobriety from meth, everything changed. I never wanted to sell again because I never wanted to use again. I've relapsed 3 times in 23 years- but that kind of violence is gone from my life - prison was not necessary.
