Is there a form of organized government that you believe doesn't "give power to the elite"?

The closest we can get is what the US is. If there is some practical way to use technology to go from democratic republic to democracy I would like to see it, but given the stupidity of the average person, and the downward trend in intelligence, that would likely also end up worse.
I would like to see some reforms as far as term limits for congress, breaking up monopolies and "too big to fail", breaking up the banks, ending the Federal Reserve, breaking up the media giants, reining in tech company manipulation etc. But as a foundation we got it right. This is as good as it gets.
