I agree but think the phrase transnational criminal organization should be substituted for government. Some of the criminals are inside the US Government and others are outside. Some like Fauci, are both inside and outside US Gov depending on which title he is using. But the top criminals, the top of the pyramid, are above the government level so maybe supranational is a better term.
