I would argue the opposite: Gangs are nascent governments. The problem is, they are run by low-IQ, greedy, morally corrupt violent thugs. You may argue that there is no difference, but the leftist who populate most government bureaucratic posts would protest that isn't the case.

Governments can tolerate no pretenders, no competition in the power-struggle, and frankly, they shouldn't. Gangsters are generally impulsive, short-sighted, weak-minded morons, and doubtlessly incompetent at doing what governments are created to do.

Case in point: Africa. Haiti.
