That's one version of events, another is the government looked bad for giving nurses a 1% pay rise then this flag shagging non-story became really important.

We can do two things at once, you know. The BBC is supposed to represent all Britons, and yet they are contemptuous towards the people they ostensibly serve. Watch the footage, you can hear the hate in his voice when he scoffs at the flag.
