So I read some segments, skimming others. I cannot for the life ascertain much concrete, factual information as to what this is about. It would seem the article could be distlled to this quote:

have launched a research effort to address the urgent need to understand how extremist and hate movements throughout the U.S. are attempting to leverage financial platforms to fund criminal activity. The intelligence gathered through this research initiative will be shared broadly across the financial industry and with policymakers and law enforcement.

The rest is just puffery about paypal and ADL are "teaming up," how ADL is a (self-appointed) authority on hate and how this or that figure within ADL or outisde it lauds this effort, before it then talks about how paypal and ADL are teaming up....

Going back to the excerpt, what criminal activity is being investigated, actually. It seems like a bit of psyop to help acclimate the idea that dissident views are somehow "criminal."
