It doesn't need bipartisan support to pass, San Francisco's council is fully Democrat (although I doubt GOP would have resisted meaningfully anyway).

There is no point in discussing this. All branches of government have been subverted. Laws are not worth the paper they are written on. At any step, the subverted institutions can choose to apply whatever they want to.

In practice, there is no Law. You either submit to them or they will come for you.
