Sounds like eugenics to me. I don't care so much about IQ, but I do think we should be asking intent. If your intent as an immigrant is to bring the best of your culture to American and take an active role in being an American - Welcome! If you're just shopping for the best social safety network and will likely tuck yourself into the ghetto that best represents your nationality and culture, stay out.
