I remember the government led a campaign to punish a Harvard dude for accepting an award/grant from the Chinese in exchange for scientific collaboration, but I don't remember him helping set up the actual WIV lab. Not sure if we're thinking of the same Harvard guy.

But you can also trace the peer-review reports, and the patents.

It brings you to several laboratories and projects that all created some bits of the SARS-chimera.
They also made it more viral for humans.

This is what I was looking for.

The Harvard professor helped establish a research lab at Wuhan University of Technology. It wasn't the WIV lab, which was constructed starting from 2003 after SARS: https://en.wikipedia.org/wiki/Wuhan_Institute_of_Virology
