If a user continues to violate the content policy after being warned then they will be banned. As you can see in this post, magnora7 didn't even issue a warning, so it's not about legalistic rules but about intention (to drag readers to the lower pyramid levels, e.g. just posting ad hominems). A goal of SaidIt is to not turn into Voat and to be a third way.
