considering BBC is the root of the Ministry of Truth, is there a link to the interview? I prefer listening/reading from the horse's lips rather than from a fake news agency. I tried Googling "Hanoi Propaganda and Education Department", but the only results I get back are from sources that link back to government funding or government agencies.

Funding bloggers is also a common tactic to battle the US/UK astroturfs along with censorship (see Russia/China), but 1000 isn't nearly enough. Although I guess the US/UK also wouldn't deploy that many on Vietnam social media.
