They were going to sign people up to be radiation wardens. Dad was a pharmacists for a long time and he was asked to be one shortly after Fukushima but by the time he replied they suddenly dropped the program. He would've gone to a class and given training/equipment and authority to evacuate people. It would've been interesting! Some conspiracy reports say radiation actually got dangerous levels but the government fudged the numbers on GLP forums but that's GLP crap so who knows.

One thing for sure is after Fukushima came the 1,000 year drought.
