The KKK began in the Southern United States after the civil war in that country. The Northern Army had laid waste to all infrastructure and there was no law enforcement. Its purpose was to impose order. Even today, many from the North feel a sense of moral superiority.

In Japan after WWII the Yakuza served a similar function, that is they provided a form of justice in the moral vacuum of a country destroyed by war.
