It's probably an A/B testing method: make two somewhat different implementations, watch which performs best in which regard, then keep the best of both.

Can this opinion piece give at least a couple examples of these horrendous human rights violations it's claiming are happening in Australia?

While I don't agree or disagree with what the article as I haven't read up on aussie life, the article just makes a bunch of wild claims without providing any proof.
