If your body is constricted, it's much easier to breathe out than it is to breathe in. So it's possible to talk while not being able to get a productive breath in. I know this is a petition but it's got some useful demonstrations near the bottom of the page.

He couldn't breathe, because he had taken a massive dose of Fentanyl, lol
