This is a big promotion for Huawei: You mean that company manufacturing high-end google-free android smartphones?

But what OS will they ship with their phones now?

They will most likely still use Android, but they have to use the publicly available open source version and can't have Google services pre-installed and can't work with Google directly on new Android features or customizations.

As someone who's opted for CyanogenMod and LineageOS since forever, that's not the drawback. It will always be hardware backdoors.
