Biden doesn't want Ukraine to join NATO immediately because it would mean war with Russia. NATO membership should remain as it presently is as part of a peace proposal the UN should offer Russia. The other parts would be Russia must withdraw from all land it seized after the invasion. It can occupy land it seized before the invasion although the land would legally still belong to Ukraine. If Russia invades again, the UN would be obligated to defend Ukraine.
