EMTs sure aren't in any hurry.
Wouldn't getting tourniquets on her legs come first? Maybe around the thighs, foot/shins are obviously fuqed up. Probably thirsty because of loss of blood. (Asking. I am not an EMT.)

Why should they rush... Her legs don't appear to be bleed so bad, ie. no arterial spurting, so it's not a big difference between being quick, and the pace they are moving at in this video. She doesn't look like she needs a tourniquet either, for the same reason. We don't tend to move very quickly, unless we have to, and it doesn't look like they have to here. The people on the floor, were probably already found to be dead, and considering the amount of blood, they both bled out a lot. PS. I'm a medic...
