I was wondering if that was a neighbor or a maintenance guy at an apartment building. I think he must have seen the cops were coming, either with a Ring doorbell, security camera?

I'm guessing there was a shift change, he was in the showers when they got the call, for whatever reason couldn't put his shoes on...
