This is a very interesting theory, but a satellite that is capable of this would be in a stationary orbit, so the beam would not be moving. Also, I think the beam is a light glare like the ones you see off the light poles in the foreground. I think it was still a little dark at the time of the blast so any street light, headlight, emergency vehicle light, etc., could cause this effect as the camera moves around or as the light source moves.

I think what's interesting is the speculation on the AT&T data center. We'll see if this becomes another case of "we don't know why he did it", like the Las Vegas shooter. I have been told that there is a Verizon data center in my area that the FBI has an "office" in. One agent comes in with his lunch every morning and doesn't leave until that evening. No Verizon employees have the key to that room and he has access to all their data. Or so I've been told. It makes sense that government agencies use this data as a way come across information that they then can use to work backwards toward a search warrant. There's a name for that, but I can't remember what it is.
