If you believe that the shooting was a hoax, then the people in red may have been helping the "shooter" to stay on schedule. So he stopped for no apparent reason, shooting blanks at his windshield until the man in red appeared. This is speculation but if the video was prepared in advance, then it makes sense and I believe it was prepared in advance.
