So, said another way, POC aren't as smart as whites. Ok. got it! If she put it that way, all hell would break loose, but because she frames the statement the way she does, then it's all good!

That's what it sounded like to me too. Heard similar reasoning from people who say the capitol riot was worse than the BLM riots, that the first group should have known better but the latter can't really help it.

That's what I see, too. When some people see POC in the news because they committed a crime, it's no big deal (stereotype). This way of thinking teaches some POC that they are not mentally capable to live a normal life. Tough love, or whatever you want to call it, because enabling the culture of lower expectations keeps this cycle in action. When you treat a person like they are equal and as responsible as anyone else, they are more likely to act that way.
