It doesn't say don't call the police and press sexual harassment charges while submitting the poster as evidence that the organization is creating an environment where sexual harassment may happen.

Don't go through HR, go through the legal system. Make it a headache for them. They don't have your back.

But you've unfortunately got to wait for the predator to show their hand and do something inappropriate. Which they will do. Just report them at every opportunity then press charges.
