Someone blind from birth would have no concept of colour, no. The closest they could come is associating it with certain concepts or stereotypes they might understand (blue is the colour of cold and is used to portray sadness, etc.)

So pretty much exactly like a transwoman saying they feel like a woman

I guess you could describe it as the difference in feel between a cold object and a hot object, or a high sound and a low sound.
