I'm guessing the moment most Europeans realized they as a whole are a subjugated people, held in bondage, as slaves was about the time, they told their governments they didn't want any more 'rapefugees', and their govts responded with a kind, "F-off", as you simply aren't enough to fill our coffers; bringing in more to replace.
