Animals are about 1/10 as efficient as plants for making food, so likely it is seen more as going after a luxury, or perhaps as going after less efficient, more polluting methods of making food. It's not like plant-based food is rare in California, after all, and for every pound of beef, one needs about 10 pounds of plants for the cows to eat.

Ruminant livestock (including cows) are particularly inefficient.

It's actually much less stupid than that. There are ways to cause cows to emit less methane, and ways to prevent some of the methane from escaping. For instance, seaweed in the diet (which was mentioned in the article).
