I think it's a purposefully miswritten "gives" (for "gifts") aka handouts. It is miswritten to convey a sense of stupidity on the part of those receiving the handouts.

They only outlawed one form of slavery in 1999. If you sinned your family would have to provide a slave to the church. If the slave died you would have to provide another, basically forever.
