This tax allows those who control evaluation agencies to take from those who don't. In a situation when a tax on wealth can be instituted, you either fight against it, or let the government nationalize everything. The worst thing about this tax is that the government, or some oligarchs, get absolute centralized control over the economy. Pressure is good when it makes people do what you want, not when it forces them to attack you.
