someone who's seen this film is going to have to confirm or correct this, i haven't got netflix. but what i've read about it is that it's critical of child beauty pageants and the poster is meant to be provocative, not titillating

The law clearly states if pedophiles find it arousing, then it's child porn.

i'm being pedantic but no it doesn't, not in american federal law. that says it has to look like a graphic depiction of sexual activity to any normal person. are you annoyed because they're arguably breaking the law? because i think that's the point, they mean to show how child beauty pageants are obscene. again i haven't seen the film and i could be basing my opinion on a misapprehension. i'd have to have a look at it to properly make my mind up

Nope, if you have an 18 year old topless and say she's 16, it doesn't matter. Child porn no matter what. If it excites pedophiles.

i'm not going to debate matters of fact with you, especially since it's not exactly the point. go and look up how child porn is defined in american federal law if you're interested in that side of the matter
