Gotta' be there to determine if the fellow being manhandled deserved that treatment. Some do, some do not. Quality cops know who needs roughed up a bit to assist with reforming the miscreant. Those beyond reform, the evil among us that harms, maims, rapes, kills, etc. and who enjoy those activities do need to be permanently removed from society.
