A) The humanitarian response to Russian terrorism and other war crimes in Ukraine since 2014 should be to let Russia annex a sovereign neighbor with a population of 40 million, regardless of the additional suffering this will cause that 40 million? Would it end there? Would Russia not attempt to take other former USSR countries? Would Russia stop its terrorist activities? Would appeasment of these de-facto Nazis resolve anything, or create additional problems? What is Russia's track record on terrorism, war crimes, hacking, money laundering, influencing elections, spreading disinformation, destabilizing other countries, working with Israel and China to create banana republics, etc, etc?

B) The humanitarian (and moral and strategic) response is to help this neighbor remove the terrorist from its soil, provide other forms of aid and shelter, thereby reducing the suffering of millions of Ukrainians? I don't think so. Ukraine now has many new allies, while Russia isolated itself a bit and is further in debt to China, while loosing many soldiers. It's not a neocon move to want to defend Ukraine with a small budget, IMO, whilst one can see many other wars as neocon oriented.
