    I'm lucky that my country has a public healthcare system, and that it can cover the cost of some surgeries if you're able to wait for it (no dental and electives, though). This is probably a dumb question, but have you seen male or female doctors? My female gynecologist was very understanding with my condition. Your wife might have a better chance if she speaks to a female surgeon, although it doesn't guarantee anything.

      Go on R/Childfree. They have a lists of doctors and their locations that can help your wife
