"Hate speech" isn't heard because it doesn't exist.
It's a deliberately meaningless dog whistle invented by SJWs to label any speech they disagree with. Notice how before the current generation of snowflakes, say, back in the 80th-90th (and most of the 00s), nobody used that made-up word, even in regards to neo-nazis (again, real ones, not the bastardized meaning of the word now) and the like.
