Aetna is now covering surgeries in which factory-made plastic sacs of silicone gel or saline solution are placed in the chests of men so that visually the men's chests will somewhat resemble female breasts. Such implants serve no functional purpose, and can lead to health problems down the line.
Unlike in women who've had mastectomies, in men these implant surgeries are not reconstructive; they are purely cosmetic.

They never explain how mimicking so called cis women is gender confirming since biology has nothing to do with being a woman.
