Ukraine asked for hundreds. Why do they only send 31?

The only sane explanation is that they send 310, but only talk about 31 to not make it look like a big deal.

I know the official number is like 150 or so for everything combined, but discussing actual numbers in public is a matter of life and death and about the most idiotic thing they can do.

They aren't that stupid (disclosing the real numbers), are they? The same for the HIMARS systems. Is the number of devices in Ukraine really the same as the number they were promised? (That too would be similarly idiotic.)
