Laogai are located around China, there are known to be more than a 100 Laogai in the Guangdong Province which Hong Kong is located in which the Hong Kong Protesters who were betrayed are now being held in. They are camps where people are known to be overworked until they are dead. Harry Wu who is now deceased wrote extensively on it as he also was held in a Laogai in his early 20's
