Put the military and cops and firefighters and anyone who faces danger in the fields to harvest the food.

Of course they won't because just as they've intentionally hollowed out the economy for the last decade, so too, they are intentionally destroying the infrastructure and fomenting chaos to make way for their new world order, while eliminating as many "useless eaters" as possible.
