California government schools are failing the children. Black children worst of all, NINE percent are okay for math from grades 3-8. WTF

Right. But here's data showing how bad it is and you don't see it so often. I could forgive maybe underperforming by a few percent, but these kids are screwed for life. Because their schools are bad.

The schools are bad because the state is bad. Decent future oriented parents would never let their children be exposed to the institutions of that shithole.

Difficulty: parents that don't care and/or don't know any better, surrounded by a culture where intelligence and education are not valued
