No, it's highly practical and cynical.

They want to make recent African immigrants a separate group because they actual over achieve and make local blacks look bad.

If they link their identity to slavery instead they always have an excuse for fucking up.

Of course that's not true either, black communities were pretty safe and stable in the 1960s, they actually had less divorce and children out of wedlock than whites back then. Black culture only started to go downhill in the 70s with crack, identity politics and welfare, nothing to do with slavery.
