Why is it okay and common knowledge white people cannot go to the "hood" because black people openly state white people will be harmed?

I don't think that's OK or common knowledge. Maybe you can cite a specific area or neighborhood, but I spend a lot of time in areas that are about 90% black and I've never run into that issue.

Can you cite anything a video or an article or anything that says all the racist, hateful and threatening things said in rap towards white people was just a big joke and wasn't a real threat?

What rap are you talking about? Most of the rap I've heard exhibits a lot of hostility to other black people, women, and the cops.
