Someone also suggested this is a scam to keep the property as a tax write-off without any chance that they'd have to move out (no one would rent for that amount) or even a scam to get $75 from many people for the "application fee" (shouldn't be more than $35) and never rent it to them; just keep the money. It may even be someone who decided to get into the house-flipping or rental property game without really knowing what they are doing. The list of requirements should have the terms of the lease like length, pets, etc.
