The main reason that Article 15 has not been triggered
every time a NATO member (typically the USA)
does something on its own (attacks someone),
is that it typically attacks weak countries that cannot hit back.

Here, however, if/when a NATO member (France or Britain as you suggest)
does something on its own (attacks Russia),
there may be a response/escalation.

This would then trigger Article 15, ... i.e. WWIII.
